The end of 2009 – the middle of 2011 years was the particularly difficult period for Ukraine. The socio-economic situation significantly deteriorated due the negative impact of the global financial crisis. Economic planning and forecasting was very difficult because of the instability of the situation. Rapid adoption of the most correct decisions, crisis management, protection of disadvantaged groups and improving the economy were the priorities of the government. During this period of time the current president of Ukraine Viktor Yanukovych came to power. After the presidential elections the coalition “The stability and reforms” was formed in the parliament. The government was formed in a record short for Ukraine time.
Critics pointed out that the political position of the absolute majority of members of the government was clearly known and it excludes the pluralism of opinions. But at the same time, it solved the problem of permanent confrontation between the President, the Government, the Supreme Council, ensuring the stability of the political situation.
The not great level of competency of Ministers and the President himself are often pointed out among the disadvantages of the modern government. Probably the current authorities itself realized this lack from the beginning of the work and created the specialized agencies and committees consisting of the best professionals and aimed to solve the certain problems of the socio-economic development. In the February 2010 a Committee of economic reforms and the National Anti-Corruption Committee were created; in April 2010 the Council of Regions was established.
The press now often discusses worsening of the situation of the freedom of speech in Ukraine, but the result of the research published in 2011 by the U.S. non-governmental organization «Freedom House», shows, that this trend is typical for the whole world, where the freedom of speech last year was the worst for the last 10 years.
In the end of 2010 the first in the history of Ukraine the Tax Code was adopted. This law should simplify the tax management at the enterprises; make the tax system more clear and simple for both Ukrainian and foreign entrepreneurs. Currently, a large number of defects and gaps are present in it, but the beginning of the process of the development of the tax system of Ukraine and bringing it into the conformity with the international standards is the positive phenomenon. Since the November 2011 the pension reform was launched in Ukraine. It must engender the pension system of the country to be complied with the international standards. This reform is imperfect yet, but it was the compelled and inevitable solution. The land reform started since the beginning of the 2012. Before that the land market in the country was very poorly developed, there were many limitations and shortcomings which gave the opportunity of corruption. The process of establishing of a land market is complex and lengthy, but it opens the great opportunities for the investments, enterprise development, and economic stabilization. The active struggle against the corruption, the steps for the protection of personal information of citizens and providing them the access to public information, reforms of the health care system and education continues in the country.
It should be noted that not all the decisions are correct, some of them have the temporary nature and the government can’t avoid the mistakes. But the active holding of economic and social reforms, the desire to bring the legislative framework and the conditions of life to the European and Global standards is definitely a positive phenomenon.
